Hat-trick actually means to take three wickets with three consecutive deliveries. It can be in two different matches or in different over of same match.. but a no or wide ball shouldn't be bowled in between.
Following is the list of bowlers who have got hattricks in ODI cricket, with Pakistani bowlers Wasim Akram and Saqlain Mushtaq taking two hat-tricks in their One day career.
Lasith Malinga of Sri Lanka is the only bowler to take 4 wickets in 4 balls, doing it in a world cup 2007 match against South Africans, although his effort couldn't win the game for his country. Aaqib Javed is the youngest bowler to take a hattrick in one day internationals.
The most recent bowler to enter the list is Farveez Maharoof of Sri Lanka who grabbed 3 back to back wickets (last one thanks to special catch by wicket keeper Kumar Sangakkara) after Lankans had taken a runout off the last ball of previous over.. it was another example of 4 wickets off 4 balls but Maharoof contributed just 3 of them.
