ICC has a rule of keeping a dozen of umpires in Emirates Elite panel for each season and currently, New Zealanders Billy Bowden and Tony Hill, Australians Steve Davies, Simon Taufel and Rod Tucker, Pakistanis Aleem Dar and Asad Rauf, Sri Lankan Kumar Dharamsena, West Indian Billy Doctrove, South African Marais Erasmus, and English Ian Gould and Richard Kettleborough come into it.
You may have seen Shahvir Tarapore and few other Indians standing in ODI or T20 matches cause home team get to host an ODI with one home umpire and one from ICC's elite panel while T20s have both home umpires, unless it's World T20 tournament.

Commented by Saptarshi Maitra on 25 Dec, 2011No.. Tarapore is not an elite panel umpire.... ICC has only a dozen umpires in the elite panel.... When teams play matches at the same time Elite panel umpires r not enough... hence ICC selects umpires who stand in home ODIs for the particular country.... Tarapore is the lucky one who got selected.. but unfortunately many of his decisions have not really been upto thr mark...
